Communiqué at the end of the extraordinary virtual meeting of the Nigerian Youth Coalition (NYC) held on 20th, 23rd, 28th, 29th and 30th December, 2020.
INTRODUCTION
Extremely worried over the current discouraging state of the nation and the prevailing situation of the Nigerian youths in relation to the gloomy future they face, the National Youths Coalition held series of extensive virtual deliberations on 20th, 23rd, 28th, 29th and 30th December, 2020, under its President, Aare Barr. Oladotun Hassan Esq. who doubles as the Global President, Yoruba Council of Youths Worldwide (YCYW) and Chairman, Coalition of Southern Groups (CSG).
The sessions with participants from the Coalition of Northern Groups (CNG), Coalition of Southern Groups(CSG), Arewa Youth Council, Yoruba Council of Youths Worldwide, Ijaw Youth Council Worldwide, Ohaneze Youth Council Worldwide, National Youth Council of Nigeria, North East Development Youth Initiative, and National Association of Nigerian Students (NANS), drew far reaching inferences and arrived at the following key decisions:
APPROVED GUIDING PRINCIPLES
- The NYC shall for all intents and purposes remain apolitical and solely aimed to build stronger national consensus on all issues of mutual and urgent national importance.
- The NYC with the slogan, “Nation building is our collective responsibility” shall at all times endeavour to encourage the quest for solid delivery of dividends of democracy on economic growths and political stability in Nigeria viz unity, peace, restructuring, succinct constitutionalism, national security, robust development and cohesion among the Nigerian youths who are the legitimate claimants to shaping the country’s today and future.
- Emphasized the need for collectivism over regionalism or ethnic considerations in dealing with the common hydra headed challenges of insecurity, human rights violations, corruption, divisiveness, nepotism and poor governance.
YOUTH DEVELOPMENT
The sessions frowned at the general decay in the nation’s educational sector, characterized by closure of institutions as a result of intermittent industrial actions and other avoidable situations, consequently NYC unanimously agreed to endorse:
- Submission of three draft Executive Bills through the Minister of Youth and Sport Development, Mr. Sunday Dare to President Muhammadu Buhari, and another via Memoranda to the joint Committees on the 1999 Constitutional review seeking among other things:
- Education Rights Laws to allocate not less 25% budgetary allocation to the education sector.
- Promotion of the compulsory teaching and learning of History, Anti-Corruption and Code of Conduct Studies.
- Inclusion of Moral Instruction and National Security Studies, introduction of various indigenous languages and culture in our educational curriculums at all levels.
- Establishment law on the National Youth Development Commission and enactment of the National Youth Right Laws as grundnum laws of the federation, once the new constitution is passed.
- The Commission shall aim to establish a National Youth Data Base, through issuance of National Youth Identification Cards for adolescents and youths within the ages of 12 to 45 years.
- Seek the compulsory allotment of 10% monthly remittance from the Federation Accounts, 5% Telecommunications Tariff Charges from all the telecommunications companies operating in Nigeria and 5% Oil and Gas Sales Charges from NNPC, NLNG and other private multinational firms to be deposited into the National Youth Trust Fund, alongside the recent 75 Billion Presidential Youth Investment Funds and all other Youth related funds and projects.
iii. Target all Nigerian youths irrespective of ethnicity, social status or area of domicility through the establishment of a National Youth Micro Finance Banks scheme with branches spread in all parts of the 36 States and FCT/774 Local Government Areas.
INSECURITY
The meeting was agitated that Nigeria is today unable to provide fundamental societal requirements and basic services to its citizens such as security, justice, governance, human rights, health, education, housing, welfare, and employment.
NYC noted that no nation would hope to prosper and progress when the bulk of its citizens are poor, sick and having to live unsecured lives.
In this regard, NYC resolved on the following key proposed:
- To demand from the Federal Government a declaration of state of emergency on the security sector, particularly in the North and other parts of the South.
- Impress the need to build a virile community joint security task force and policing strategy via the establishment of a National Joint Regional Security Network Commission, with laid down laws and regulatory guidelines by the Federal Government.
- This shall provide Nigerians the opportunity for concerted intelligence and information sharing, as well as maximization of the benefits of information technology in security management, while proposing a special intervention Funds named: National Joint Regional Security Trust Funds, which shall ensure the provisions of adequate infrastructures, gadgets & equipments, while soliciting unalloyed moral supports from the Federal, States and Local Governments concurrently, these strategic pragmatic measures shall work closely with the Nigeria Police and other security agencies.
- Need for an urgent cross regional cooperation in order to collectively work together with the North and other Southern regions to aggressively combat the rising terrorist threats and banditry in the country.
We specifically reiterate our demands for the urgent mapping out of the forest density areas in the North viz-a-viz Sambisa, Kamuku, Damari and Felgore forests in the North, while same should be replicated in the Southern parts like: Ijebu Ode, Ibadan, Kishi, Ibarapa, Benin Ore, Ondo Owoh, Enugu and other strategic locations, through the construction of Milliary Camps, NSJTF Base and, conversion of the forest creeks into Agricultural Reserved Areas, massive construction of accessible roads to access the local areas strategically linking up those villages that are located in the rural communities to the hinterlands, through grade ‘A’ trunk roads and other adjacent feeder roads to mention a few.
- Insist on demands for the total revamp and overhaul of the nation’s security institutions, especially the need to change the service chiefs after fulfilling their statutory and mandatory tenures of service.

EXPLANATORY MEMORANDUM
“The National Youth Development Commission (NYDC) ” SECTION is aimed at regulating and creating an enabling environment through the instrumentality of the law to create a youth regulatory institution committed to the protection of all rights and privileges law for all the youths of the Federal Republic of Nigeria, irrespective of sex, ethnicity, religion, ideology or political affiliations.
This SECTION seeks to allow all Nigerian youths and all youths and students associations genuinely harness the growing economic opportunities in all sectors of the economy, based on national planning policy of the government at all levels, whereas all 36 States and Federal Capital Territory (FCT) of the Federal are expected to domesticate it as Law for the common benefits of every youth citizens of the Federal Republic of Nigeria.
The SECTION aim to regulate and enhance the body known as the National Youth Development Commission, to make regulations for the standardization of youth and student associations in the Federal Republic of Nigeria.
Furthermore, this SECTION shall create standard for accreditation, registration and certification of all youth and student associations in Nigeria, while all youth citizens shall be entitled to “A Valid Youth Identification Card” which shall give birth to the National Youth Data Base, with a view to improving quality of youth awareness, orientation, regulation, guardian and welfare of all youth citizens.
The Commission shall manage a special National Youth Trust Fund through remittance from the following revenue base:
10% Derivatives from the total accruable monthly remittance before joint sharing by the federal, state and local government from the Federation Account through the Federation Account Allocation Committee(FAAC),
5% Telecommunications Fund via deduction on every tariff charges by Telecommunication companies,
5% Oil and Gas Revenue Trust Fund via deduction on every revenue sales from the NNPC, NLNG and other oil and gas private companies,
All government intervention funds programs and private supports schemes funds shall be directed to the National Youth Trust Fund of the National Youth Development Commission (NYDC); regulated, implemented and managed through approved and accredited Registered Micro-Finance Institutions(Certified by CBN) and other recognized Youth Related Bodies Cooperative Societies domiciled within the 774 local government council areas, for onward accessibility and strategic implementation across the nation.
The expected age bracket of this bill shall be ages 12 to 45 years
ESTABLISHMENT:
- There is hereby a bill to be known as the “ National Youth Development Commission SECTION (In this SECTION when reviewed, passed and Accented to shall be referred to as “ SECTION on National Youth Development Commission.
- The provisions of this SECTION shall be cited as National Youth Development Commission SECTION, and subjected to the provisions of the Not Too Young To Rule Act 2019, National Youth Right SECTION in view, all within the reviewed 1999 Constitution of the Federal Republic of Nigeria (As Amended). .
- A body shall be set up by an Act of the National Assembly known as ‘National Youth Development Commission(NYDC)” known as the “Youth Commission” , wherein the board shall be managed by the Chairman and Executive Secretary, wherein both shall be appointed by the President of the Federal Republic of Nigeria for a term of five (5) years renewable.
Other Board members are: Two (2) members who shall serve as Zonal Directors and Assistant Secretary from each of the six geopolitical zones, one(1) State Coordinator from 36 State and FCT(Wherein they shall regulate and coordinate all the 774 Local Government Council Areas, with an appointed Local Government Liaison Officer) respectively.
In addition to this, their shall be One(1) representation each from the followings: National Security Adviser, DSS, Nigeria Police Force, All Permanent Secretaries of both Federal and State Ministries, National Assembly and Nigerian Bar Association respectively, which shall have power –
(a) (i) to facilitate all issues of mutual and national concern to the youths, with common interest to regulate the economic benefits, rights and ensure all complaints of youth violations are reported to the Commission.
(ii) The commission shall partner and review from time to time based on National Data of records of all registered companies at the Corporate Affairs Commission(CAC) and other enterprises operating in Nigeria, and make recommendations to the President on areas of intervention on job creation and building solid synergy on employment opportunities, and protection of other interests beneficial to the youths; where such company or organization comply with this mandate of the Commission, a provision of tax holidays or rebate shall be granted, in compliment and appreciation of this great mutual gestures.
o (b)(i) The Commission shall administer, register and regulate all youth and students associations in Nigeria, with the issuance of “Registration Certificate” after fulfilling all prerequisite of registration processes, with the creation of a National Youth Data Base and issuance of the “ Nigeria Youth Card” for every youth citizens.
(ii) Subject to the provision of Article 3(b)(i) WHEREAS upon violation of the provisions of this Bill or if found culpable of proven records of criminality or conviction by a court of competent jurisdiction, The issued Youth Identity Card in case of individual while for organization Registration Certificate shall be exclusively and unilaterally withdrawn or confiscated without recourse to the organization/ offender/youth(culprit)
- The Federal Government of Nigeria shall protect, preserve and promote the Nigerian cultures which enhance human dignity and are consistent with the fundamental objectives as provided in this Bill.
- The press, radio, television, general online social media platforms and other agencies of the mass media shall at all times be free to uphold the fundamental objectives contained in this Bill in accordance with press freedom and freedom of information Act Laws, as well best standard global practice, and highlight the responsibility and accountability of the Government to the youth citizens.
- The National philosophy on ethnic, ethos and principles shall be Discipline, Press Freedom subject to limitations without violating nor committing an act of sedition, inciting or violent publications, Integrity, Dignity of Labour, Social Justice Rights, Religious Tolerance, Self-Reliance and Patriotism.
Citation: This SECTION may be cited as the National Youth Development Commission.

ARTICLE NUMBER: 1
- It shall be the duty and responsibility of all organs of government and of all authorities and persons, exercising legislative, executive or judicial powers to conform to observe and apply the provisions of this Bill.
ARTICLE NUMBER: 2
(a) The Federal Republic of Nigeria shall be a State based on the principles of democracy and social justice.
(b) It is hereby, accordingly, declared that –
(i) sovereignty belongs to the people of Nigeria from whom government through the 1999 Constitution of the Federal Republic of Nigeria (As Amended) derives all its powers and authority;
(ii) the security and welfare of the people shall be the primary purpose and responsibility of government;
(iii) the participation by the youths in their government shall be ensured in accordance with the provisions of this memorandum.
(c) The composition of the Government of the Federation or any of its agencies and the conduct of its affairs shall be carried out in such manner as to reflect the federal character of Nigeria and the need to promote national unity, and also to command national loyalty thereby ensuring that there shall be no predominance of persons from a few States or from a few ethnic or other sectional groups in that government or in any of its agencies.
(d) The composition of the Government of a State, a Local Government, or any of the agencies of such Governments, and the conduct of the affairs of the Governments or such agencies shall be carried out in such manner as to recognize the diversity of the youths within its area of authority and the need to promote a sense of belonging and loyalty among all the young persons (youths) of the Federation.
ARTICLE NUMBER: 3
(a) The motto of the Federal Republic of Nigeria shall be Unity and Faith, Peace and Progress, while the motto of the Youth Right Act shall be Fairness, Justice and Equity.
(b) Accordingly, national integration shall be actively promoted whilst discrimination on the grounds of place of origin, circumstance of birth, sex, religion, status, ethnic or linguistic association or ties shall be prohibited.
(c) The purpose of promoting national integration it shall be the duty of the Federal Government of Nigeria to –
(i) provide adequate facilities for, and encourage free mobility of people, goods and services throughout the Federation;
(ii) secure full residence rights for every youth citizen in all parts of the Federation;
(iii) encourage intermarriage among persons from different places of origin, or of different religious, ethnic or linguistic association or ties; and
(iv) promote or encourage the formation of associations that cut across ethnic, linguistic, religious or other sectional barriers.
(d) The Federal Government of Nigeria shall foster a feeling of belonging and of involvement among the various youths of the Federation, to the end that loyalty to the nation shall override sectional loyalties.
(e) The Federal Government of Nigeria shall eradicate all corrupt practices and abuse of power.
(f) The Federal Government of Nigeria shall protect and defend the liberty of the individual youth enforce the rule of law and ensure the efficient functioning of government services.
ARTICLE NUMBER: 4
(a) The Federal Government of Nigeria shall, within the context of the ideals and objectives for which provisions are made in this Bill for all Nigerian youths irrespective of sex, ethnicity and ideology:-
(i) harness the resources of the nation and promote national prosperity and an efficient, dynamic and self-reliant economy for the youths;
(ii) manage and control the national economy in such manner as to secure the maximum welfare, freedom and happiness of every youth citizen on the basis of social justice, equality of status us and opportunity;
(iii) without prejudice to its right to operate or participate in areas of the economy other than the major sectors of the economy, manage and operate the major sectors of the economy.
(iv) without prejudice to the right of any youth to participate in areas of the economy within the major sectors of the economy, protect the right of every youth citizen to engage in any economic activities outside the major sectors of the economy.
(b) The Federal Government of Nigeria shall direct its policy towards ensuring –
(i) the promotion of a planned and balanced economic development including the diversification of industries and dispersal of industrial projects and infrastructural facilities throughout the Federation;
(ii) that the material resources of the community are harnessed and distributed equitably and judiciously to serve the common good of all the Nigerian youths;
(iii) that the economic system is not operated in such a manner as to permit the concentration of wealth or the means of production and exchange in the hands of few individuals or of a group; and
(iv) that suitable and adequate shelter, food, water supply, reasonable national minimum living wage, social security benefits, compulsory education for all youths from primary to secondary shall levels, while upon proper scrutiny every less privileged indigent youths shall be entitled to grants and scholarships, unemployment and sick benefits and welfare for the disabled are provided for all youth citizens.
(c) For the purposes of subsection (1) of this section –
(ii) reference to the “major sectors of the economy” shall be construed as a reference to such economic activities as may from time to time be declared by a resolution of each House of the National Assembly to be managed and operated exclusively by the Government of the Federation; and until a resolution to the contrary is made by the National Assembly economic activities being operated exclusively by the Government of the Federation on the date immediately preceding the day when this section comes into force, whether directly or through the agencies of a statutory or other corporation or company, shall be deemed to be major sectors of the economy;
(ii) “economic activities” includes activities directly concerned with the production, distribution and exchange of wealth or of goods and services;
(iii) “participate” includes the rendering of services and supplying of goods.
ARTICLE NUMBER: 5
- (a) The Federal Government of Nigeria social order is founded on ideals of Freedom, Equality and Justice.
(b) In furtherance of the social order –
(i) every youth citizen shall have equality of rights, obligations and opportunities before the law;
(ii) the sanctity of the human person shall be recognized and human dignity shall be maintained and enhanced;
(iii) exploitation of human or natural resources in any form whatsoever for reasons other than the good of the community shall be prevented;
(iv) the independence, impartiality and integrity of courts of law, and easy accessibility thereto shall be secured and maintained.
(c) The Federal Government of Nigeria shall direct its policy towards ensuring that –
(i) all youth citizens without discrimination on any ground whatsoever have the opportunity for securing adequate means of livelihood as well as adequate opportunities to secure suitable employment in any part of the country;
(ii) conditions of work are just and humane, and that there are adequate facilities for leisure and for social, religious and cultural life;
(iii) the health, safety and welfare of all youths in employment are safe guarded and not endangered or abused;
(iv) there are adequate medical and health care facilities for all youth citizens;
(v) there is equal pay for equal work without discrimination on account of sex, or on any other ground whatsoever for all youth citizens;
(vi) children, young persons and the disabled are protected against any exploitation whatsoever, and against moral and material neglect;
(vii) Provision is made for public assistance in deserving cases or other conditions of need.
ARTICLE NUMBER: 6
- (a) Federal Government of Nigeria shall direct its policy toward ensuring that there are equal and adequate educational opportunities at all levels for the youth citizens.
(b) Federal Government of Nigeria shall promote science and technology for the youth citizens.
(c) Federal Government of Nigeria shall strive to eradicate illiteracy and to this end Government at all levels for all youth citizens, and shall as and when practicable provide –
o (i) free, compulsory and universal primary education;
o (ii) free secondary education, and;
o (iii) free adult literacy programme.
(d) Federal Government of Nigeria shall compulsorily promote the learning of History, Citizenship Rights and National Security Studies, Anti-Corruption, Moral Instruction and Code of Conducts Studies, and indigenous languages.
ARTICLE NUMBER: 7
- The foreign policy objectives for the youth citizens shall be –
(a) promotion and protection of the national interest;
(b) promotion of the total liberation of Africa and support of African unity;
(c) promotion of international co-operation for the consolidation of universal peace and mutual respect among all nations and elimination of racial discrimination in all its manifestations;
(d) respect for international law and treaty obligations as well as the seeking of settlement of international disputes by negotiation, mediation conciliation, arbitration and adjudication; and
(e) promotion of a just world economic order.
ARTICLE NUMBER: 8
- The Federal Government of Nigeria shall protect, preserve and promote the Nigerian cultures which enhance human dignity and are consistent with the fundamental objectives as provided in this Bill.
ARTICLE NUMBER: 9

ARTICLE NUMBER: 11
- It shall be the duty of every youth citizen –
(a) to abide by this Bill, respect its ideals and its institutions, the National Flag, the National Anthem, the National Pledge, and legitimate and properly constituted authorities;
(b) to protect and preserve public property, provide information and intelligence in community security, and fight against misappropriation, corruption, nepotism, injustice, and squandering of public funds;
(c) to help enhance the power, prestige and good name of the country and to defend the country and render national service as may be required;
(d) to respect the dignity and religion of other citizens and the rights and the legitimate interests of others and to live in unity and harmony and in the spirit of common brotherhood;
(e) to make positive and useful contributions to the advancement, progress and well-being of the community where he/she resides;
(f) to work conscientiously in his lawful and chosen occupation and to abstain from any activity detrimental to the general welfare of other citizens or to the country;
(g) to ensure the proper upbringing of children and young persons by parents/guardian, with regular mass media orientation and strategic programs;
(h) to participate in and defend all democratic processes and practices;
(i) to render assistance to appropriate and lawful agencies in the maintenance of law and order; and
(j) to declare his/her income honestly to appropriate and lawful agencies and to pay his tax promptly.
Citation: This section may be cited as the National Youth Right .
CHAPTER 3

BE IT ENACTED as section into the proposed reviewed 1999 constitution of Nigeria (as amended) by the 9th National Assembly of the Federal Republic of Nigeria as follows:
EXPLANATORY MEMORANDUM:
“The National Education Right Bill” is aimed at regulating and creating an enabling education rights and privileges law for all citizens of the Federal Republic of Nigeria, irrespective of sex, ethnicity, religion, ideology or political affiliations.
This Bill seeks to allow all Nigerians to genuinely harness the growing opportunities in education sector of the nation, based on national planning policy of the government at all levels, whereas all 36 States and Federal Capital Territory (FCT) of the Federal are expected to domesticate it as Law for the common benefits of every citizens of the Federal Republic of Nigeria.
The expected to provide for all citizens of the Feral Republic of Nigeria.
Establishment:
There is hereby a bill to be known as the “ National Education Right Bill”” (In this Bill when passed and Accented to shall be referred to as “ National Education Right Act”) 2020.
The provisions of this Bill shall be cited as Education Right Act 2020, and subjected to the provisions of the 1999 Constitution of the Federal Republic of Nigeria (As Amended).
ARTICLE NUMBER: 1
- It shall be the duty and responsibility of all organs of government and of all authorities and persons, exercising legislative, executive or judicial powers to conform to observe and apply the provisions of this Bill.
ARTICLE NUMBER: 2
(a) The Federal Government of Nigeria social order is founded on ideals of Freedom, Equality and Justice.
(b) In furtherance of the social order –
(i) every citizen shall have equality of rights, obligations and opportunities before the law;
(ii) the sanctity of the human person shall be recognized and human dignity shall be maintained and enhanced;
(iii) exploitation of human or natural resources in any form whatsoever for reasons other than the good of the community shall be prevented;
(iv) the independence, impartiality and integrity of courts of law, and easy accessibility thereto shall be secured and maintained.
(3) The Federal Government of Nigeria shall direct its policy towards ensuring that –
(a) There shall be not less than 25% budgetary allocation to the education sector from the yearly budget for the benefits of all citizens without discrimination on any ground whatsoever in any parts of the country;
(b) That Education Trust Fund, TETFUND and other education related schemes and funds shall be regulated by the National Education Development Council.
ARTICLE NUMBER: 3
(a) Federal Government of Nigeria shall direct its policy toward ensuring that there are equal and adequate educational opportunities at all levels for the citizens.
(b) Federal Government of Nigeria shall promote science and technology for the youth citizens.
(c) Federal Government of Nigeria shall strive to eradicate illiteracy and to this end Government at all levels for all citizens, and shall as and when practicable provide –
(i) free, compulsory and universal primary education;
(ii) free secondary education, and;
(iii) free adult literacy programme.
ARTICLE NUMBER: 4
4 Federal Government of Nigeria shall compulsorily promote the learning of History, Citizenship Rights and National Security Studies, Anti-Corruption, Moral Instruction and Code of Conducts Studies, and indigenous languages.
ARTICLE NUMBER: 5
5 The Federal Government of Nigeria shall protect, preserve and promote the Nigerian cultures which enhance human dignity and are consistent with the fundamental objectives as provided in this Bill.
ARTICLE NUMBER: 6
6 The press, radio, television, general online social media platforms and other agencies of the mass media shall at all times be free to uphold the fundamental objectives contained in this Bill in accordance with press freedom and freedom of information Act Laws, as well best standard global practice, and highlight the responsibility and accountability of the Government to the youth citizens.
ARTICLE NUMBER: 7
7 The National philosophy on ethics, ethos and principles shall be Discipline, Press Freedom subject to limitations without violating nor committing an act of sedition, inciting or indecent publications, Integrity, Dignity of Labour, Social Justice Rights, Religious Tolerance, Self-Reliance and Patriotism.

“The Old National Anthem and Adding 36 Golden Stars and Coat-of-Arm in the white segment of our National Flag (Green White Green Flag)” is aimed at rekindling a new spirit of hope, patriotism, unity and peace in Nigeria for all citizens of the Federal Republic of Nigeria, irrespective of sex, ethnicity, religion, ideology or political affiliations.
This Old National Anthem shall be sang in schools, in printed in books, media organization etal of the nation, based on national planning policy of the government at all levels, whereas all 36 States and Federal Capital Territory (FCT) of the Federal are expected to follow suite for the common benefits of every citizens of the Federal Republic of Nigeria.
ESTABLISHMENT:
There is hereby a reviewed front page of the 1999 constitution shall include the Old Anthem as thus:
“Nigeria we hail thee
Our Own dear native land
Though tribes and tongues may differ
In brotherhood we stand
Nigeria all are proud to serve our sovereign mother land
Our Flag shall be a symbol that truth and justice reign, in peace or battle honoured and this we count its gain,
To hand on to our children A banner without stain.
O God of creation
Help us build a nation where no man is oppressed
And so with peace and plenty Nigeria may be blessed.
This section mandate compulsory imprint of the National Coat-of-Arm with 37 stars representing the 36 states and FCT at the White center of the Green White Green flag.
The provisions of this section page shall be imprinted in the proposed reviewed 1999 Constitution of the Federal Republic of Nigeria (As Amended) and all books, media and sang nationwide.
