The Bureau of Public Service Reforms (BPSR) has ranked the Nigerian Communications Commission (NCC) among the top three Ministries, Departments and Agencies (MDAs) of the Federal Government for website performance in 2025.
The recognition comes barely three weeks after the NCC was named one of the top five best-performing federal agencies for 2025 by the Presidential Enabling Business Environment Council (PEBEC), underscoring the Commission’s consistent investment in technology to drive efficient and effective service delivery.
In the BPSR 2024/2025 MDAs’ Website Scorecard, the NCC emerged second out of 235 MDAs evaluated. Galaxy Backbone Limited topped the ranking, while the Nigeria Export Promotion Council (NEPC) placed third.
According to BPSR, the assessment was based on 14 evaluation criteria, including compliance with the .gov.ng domain, website appearance and aesthetics, content quality, relevance to MDAs’ mandates and government policies, structure, responsiveness across devices, security, load time, usability, uptime, functionality, interactivity, accessibility, and capacity building.
The announcement was made during the official release of the Federal Government’s 2024/2025 MDAs’ Website Scorecard at the Federal Ministry of Finance Auditorium in Abuja on Monday, December 22, 2025, while the award presentation took place at the BPSR Office on Tuesday, December 23, 2025.
The award, which serves as a key performance index under the National e-Government Masterplan for assessing Nigeria’s e-Government status, was conferred on the NCC in recognition of its commitment to maintaining a world-class website that enhances service delivery to citizens.
Receiving the award on behalf of the Executive Vice Chairman of the NCC, Dr. Aminu Maida, the Executive Commissioner, Technical Services, Mr. Abraham Oshadami, thanked the BPSR for the recognition. He described the award as further motivation for the Commission to strengthen its use of digital platforms, particularly its web presence, to improve public service delivery and support the Federal Government’s Ease of Doing Business agenda.
While presenting the award, the Director-General of BPSR, Mr. Dasuki Arabi, commended the top three agencies for their proactive efforts in maintaining world-class, policy-compliant websites that promote efficient and effective service delivery.
He noted that the 2024/2025 website ranking reflects the collective commitment of federal public institutions to transparency, accountability and openness in governance, while aligning with global best practices. Arabi added that since the introduction of the annual ranking exercise about six years ago, more public institutions have shown readiness to embrace reforms in line with the Renewed Hope agenda of President Bola Ahmed Tinubu to improve governance and service delivery.
Emphasising the growing importance of digital tools in governance, particularly in the post-COVID era, the BPSR DG said public institutions must deploy technological innovations and standardized websites to deliver citizen-focused services effectively.
He explained that the scorecard exercise forms part of BPSR’s broader reform mandate to research reform implementation, showcase best practices across the public service, improve access to government information, facilitate seamless transactions, curb corruption and cyber theft, and enhance access to government services.
Describing the process as rigorous, Arabi disclosed that members of the Scorecard Jury, drawn from various inter-ministerial agencies, subjected the websites of selected MDAs to thorough evaluation, followed by quality assurance checks to validate the final rankings.
